The team

Tim Cooper - Director

Tim is Director of the Quality Review Service. Tim is also a member of the NICE Indicator Advisory Committee and the NICE Quality Standards Advisory Committee.

Previously Tim was Head of Hospital Inspection for the Care Quality Commission leading CQC inspection programmes in acute care mainly in the West Midlands. Tim also led the CQC Independent dialysis service inspection programme.

Before this, Tim was Programme Director for NHS Improving Quality’s Delivery Team in Acute Care; leading a team of National Improvement Experts supporting the NHS in improving delivery and service provision.

Tim was Director with the National Cancer Action Team and National Lead for Radiotherapy; advising the Department of Health and the NHS on implementation of the National Radiotherapy strategy. Tim also provided the expert leadership to Specialised Commissioning in the delivery of the Prime Ministers Pledge on access to Advanced Radiotherapy.

Tim trained as a Therapeutic Radiographer, and was Head of radiotherapy services in Shropshire.

Tim is a Fellow of the College of Radiographers and an Honorary Member of the Royal College of Radiologists.

Tim graduated from the University of York with a Masters Degree in Leading Innovation and Change.

Sarah Broomhead - Assistant Director

Sarah was Quality Manager for the cancer peer review programme before joining QRS and, before that, Lead Cancer Nurse for Shrewsbury and Telford Hospitals NHS Trust.

Sarah ensures that all QRS review programmes are developed in a consistent way.  Sarah takes the lead on some review programmes and is the QRS lead for user involvement.

Rachael Blackburn - Assistant Director

Rachael joined the NHS as a graduate trainee. She has since held various roles in acute Trusts, the Department of Health, NHS Connecting for Health and most recently at Heart of England NHS Foundation Trust where she was Head of Risk and Compliance.

Her specific experience is in Risk Management, clinical governance, compliance and regulation in the NHS.

Charlotte Henderson - Business Manager

Charlotte joined the team in 2014, having previously worked in the Charity and Education Sector.

Charlotte plays a key role in ensuring the smooth running of the annual review programme, providing comprehensive administrative and secretarial support at each stage of the process.

Jane Shaw

Jane joined the team in March 2019 as Administrator.  Previous roles have included nine years working within administration at a local NHS Trust and prior to that a history of working within banks and building societies.

Jane’s outside activities include socialising and travel.
